Last checked: 22 October 2026. Every rule below links to the order or news report it comes from. Chennai’s dog rules changed several times in 2024 and 2025, and the board at the park gate is what the guards follow, so read it when you arrive.

The short answers

  • Are dogs allowed in Chennai Corporation parks? Yes: on a leash, one dog per person, licensed and vaccinated against rabies, and never in the children’s play area (DT Next, 8 May 2024; The News Minute, 7 May 2024).
  • Does my dog need a muzzle? Pit Bulls and Rottweilers must wear one outside the home (Deccan Herald, 19 Dec 2025). For other dogs, the Corporation told the Madras High Court that muzzling is advice and it won’t fine you, but the leash is compulsory (IANS, 25 Nov 2025).
  • Do I need a pet licence? Yes, inside Greater Chennai Corporation limits: ₹50, with a current rabies vaccination and a microchip (Citizen Matters, 11 Nov 2025). Keeping a pet without one can cost ₹5,000 (ETV Bharat, 30 Oct 2025). Steps below.
  • Is there an off-leash dog park? None in Chennai that we could confirm. Plans for pet parks have been announced, but we found no report that any has opened.
  • Can I take my dog to Tholkappia Poonga (Adyar Eco Park)? No. Its rules say no pets (Chennai Rivers Restoration Trust).
  • What about the beaches? We found no rule on dogs at Marina or Elliot’s Beach, either way. The Corporation’s leash rule covers all public places (ETV Bharat).

Corporation parks: allowed, with rules

After two unleashed Rottweilers attacked a five-year-old girl in a Corporation park in Nungambakkam on 5 May 2024 (The News Minute), the Greater Chennai Corporation (GCC) set rules for dogs in its parks (DT Next; The News Minute):

  • Your dog needs a GCC pet licence and a rabies vaccination, and the park can ask to see the certificates.
  • Keep your dog on a leash the whole time. The GCC told dog parents not to unleash dogs inside parks (Madhyamam, 7 May 2024).
  • One dog per person at a time.
  • No dogs in the children’s play area.
  • A muzzle was on the 2024 list too: see the next section for where that stands now.
  • Complaints about dogs go to the GCC helpline, 1913.

A council resolution in October 2025 added that dog parents must clean up their dog’s poop in public places (ETV Bharat).

When to go: the GCC recommends that its parks stay open from 5 am to 9 pm, but when Citizen Matters visited 10 parks in July 2026, half were shut at noon and open again by 4 pm (Citizen Matters, 17 Aug 2026). Early morning and evening are the safer bet, and cooler: try the hot pavement check in our heatstroke guide.

Leash, muzzle and fines

The rules came in steps:

  • October 2025: the council said pets in public places must be leashed and muzzled, with a ₹500 fine if either is missing, and set a ₹5,000 fine for an unlicensed pet (ETV Bharat). After deadlines in December 2025, the GCC began collecting ₹5,000 fines (National Herald, 24 Feb 2026).
  • November 2025: when an animal welfare group challenged the rules in the Madras High Court, pointing out that breeds such as Bulldogs can’t wear a muzzle, the GCC said the muzzle line was only advice and no one would be fined for skipping it. The leash stays compulsory, with a ₹500 penalty for a dog roaming without one (IANS). By February 2026 the rule was described as dogs leashed “and, where necessary, muzzled” in public (National Herald).
  • December 2025: the council stopped new licences for Pit Bulls and Rottweilers from 20 December 2025, calling the breeds aggressive. Licensed dogs of these breeds must be leashed and muzzled outside the home, with a ₹5,000 fine for each breach. Anyone found with a newly bought or unlicensed one faces ₹1 lakh (The News Minute, 20 Dec 2025).

The News Minute and Deccan Chronicle, 20 Dec 2025 report that renewals stopped too, though licensed dogs won’t be seized. If yours is due for renewal, ask the GCC’s veterinary department.

We found no new park notice since the High Court hearing, so a guard may still go by the 2024 list. If your dog is used to a muzzle, carrying one saves an argument at the gate.

The pet licence

Everyone keeping a pet in GCC limits needs a licence (ETV Bharat). The steps, from Citizen Matters:

  1. On the GCC website, go to Online Services, then Pet Animal Licence (the GCC’s veterinary page links to it too). Sign up with an address proof, such as an Aadhaar card, a rental agreement or a property tax receipt.
  2. Add your dog, choose the vet who will vaccinate and microchip it, and pay the ₹50 fee.
  3. The vet implants the microchip and adds it and the rabies vaccination to your application. You get an SMS when the licence is approved, and download it from the portal.
  4. It runs in line with your dog’s last rabies vaccination, with reminders before it ends.

In February 2026 the GCC offered free licensing and microchipping at seven centres, 8 am to 3 pm, Monday to Saturday (National Herald). Its site lists its pet clinics with the same hours. For help with the portal, call 1913 (Citizen Matters).

Abandoning a licensed dog costs ₹10,000 from October 2026, traced through the microchip (DT Next, 25 Sep 2026). The Hans India, 26 Sep 2026 reported ₹25,000; DT Next says that was the first proposal, later cut to ₹10,000.

Outside GCC limits: suburbs such as Tambaram have their own corporation, so ask yours. Tambaram fined a dog parent ₹50,000 in August 2024 for an unregistered German Shepherd, after neighbours complained it roamed the streets (DT Next, 7 Aug 2024).

Tholkappia Poonga, Guindy, Semmozhi Poonga and the beaches

  • Tholkappia Poonga (Adyar Eco Park): no. The walkers’ pass rules say “Permission is denied to carry pet animals inside Poonga” (Chennai Rivers Restoration Trust).
  • Guindy National Park: permission to enter its walking trails has to come from the warden (Scroll, 12 Jun 2025). We found no published rule on dogs, so ask the warden first.
  • Semmozhi Poonga (Cathedral Road): we found no published rule on dogs. Ask at the gate.
  • Marina and Elliot’s Beach (Besant Nagar): we found no rule on dogs. The GCC’s leash rule for public places still applies (ETV Bharat).

Off-leash dog parks

Chennai has no off-leash dog park that we could confirm. What has been announced:

  • Alwarpet park for pets (planned): in November 2023 a plan was reported to turn the Corporation park inside De Monte Colony, off TTK Road, into a park for pets (Mylapore Times, 2 Nov 2023). A design with a pets play area came out in February 2025 (Mylapore Times, 25 Feb 2025), and in March 2025 people who walk there asked to be consulted first (Mylapore Times, 18 Mar 2025). We found no later report, so we couldn’t confirm whether it was built.
  • State pet parks (planned): in February 2026 the Tamil Nadu government invited charities, NGOs and animal welfare groups to set up and run pet parks in Chennai and Coimbatore at their own cost (All India Radio, 11 Feb 2026). We found no report of a site or an opening.
  • Ooty (open): Tamil Nadu’s first dedicated play park for pet dogs opened at the Government Botanical Garden in Ooty in December 2025, with separate equipment for large and small breeds (News Today, 22 Dec 2025).
  • Private dog parks: we couldn’t find one in Chennai with its own website giving its rules and prices, so we haven’t listed any.

If you know a Chennai dog park we missed, or what the board says at a beach or a big park, tell us and we’ll add it.

Neighbourhood and apartment parks

Corporation parks follow the GCC rules above. Parks inside gated colonies and apartment complexes are run by the residents’ association. The Animal Welfare Board of India (AWBI), the statutory board under the Prevention of Cruelty to Animals Act, tells housing societies that “seeking to ban pets from gardens or parks, is short-sighted” and suggests agreeing dog timings instead; they can’t keep pets out of lifts either (AWBI guidelines, 26 Feb 2015). For public parks, in a 2016 letter to Delhi’s parks authority, the Board said leashed dogs walked by adults “will not therefore be banned”, and that parks can set reasonable dog hours instead (AWBI, 15 Nov 2016).

If your local park has a “No pets” board, don’t argue with the guard. Raise it with the association or your GCC zonal office. Cleaning up after your dog every time is what keeps parks open to dogs.

What to carry

  • A leash, always.
  • Your dog’s licence and rabies vaccination certificate. Photos on your phone work.
  • A muzzle if your dog is a Pit Bull or Rottweiler (it’s the rule), or if your dog wears one calmly.
  • Poop bags, more than you think you need.
  • Water and a bowl.

Puppies: wait until your vet says your puppy’s vaccinations protect it before taking it to busy parks, see when puppies can go to the park. Ticks: long grass is where dogs pick them up, so check your dog after every park visit, see how to check for and remove ticks.

Park manners

  1. Ask before your dog greets another dog. Some dogs are nervous, and their families know them best.
  2. Pick up every poop, and stay out of the children’s play area. Both are GCC rules.
  3. Keep a female in heat at home.
  4. If your dog bites a person or another dog, stay. Share your number and show your dog’s rabies vaccination record. A bitten person should wash the wound with soap and water for at least 15 minutes and see a doctor (WHO). A bitten dog should see a vet.

FAQs

Can I take my Rottweiler or Pit Bull to a park in Chennai? Only if it was licensed before 20 December 2025, and then on a leash and muzzled, or the fine is ₹5,000 each time. New licences for the two breeds stopped that day (The News Minute, Dec 2025).

Is there a dog park in Chennai where my dog can run off the leash? Not one we could confirm. The Alwarpet park and the state’s pet parks are still plans as far as we could find, and the only dedicated dog park we found open in Tamil Nadu is in Ooty. In Corporation parks, the leash stays on.

How much is a pet licence in Chennai? ₹50, applied for on the GCC website. Your vet adds a microchip and the rabies vaccination before it’s issued (Citizen Matters, Nov 2025).

What if my dog runs off on a walk? Search close by first, then report the lost or found dog free on FurFam: your report gets its own page to share in WhatsApp groups. A licensed dog’s microchip carries your name and address, so Corporation officials who scan it can trace the dog back to you (DT Next, Sep 2026).
