Last checked: 22 October 2026. Every rule below links to the order or news report it comes from. Kolkata’s big parks are run by different bodies, and most of the well-known ones say no to dogs. The board at the gate is what the guards follow, so read it when you arrive.
The short answers
- Is there a dog park in Kolkata? None that we could confirm is open. The only public one we found, a small fenced pet park in New Town from 2019 (Millennium Post, 21 May 2019), had few visitors by 2022, an NKDA official said (Times of India, 12 Aug 2022). In January 2024 a vet told the Times of India “there is hardly any dog park in Kolkata” (Times of India, 14 Jan 2024).
- Can I take my dog to Rabindra Sarobar (Dhakuria Lake)? No. KMDA, which looks after the lake, put up notices barring pets in May 2024 (Times of India, 8 May 2024), and in September 2026 the state’s urban development minister said no one may bring a dog in (AajTak Bangla, 17 Sep 2026).
- Are pets allowed in Eco Park? No. Its rules say pets “are not allowed inside the Park” (Eco Park rules, HIDCO).
- Can I walk my dog at Victoria Memorial? No. “No Pets” is on its list of rules (Victoria Memorial Hall).
- What about New Town and Salt Lake? NKDA doesn’t allow pets in the parks it runs in New Town (Times of India, 10 Jan 2025), and in 2022 boards went up barring dogs from the green verges in Salt Lake’s AE, BE and CE blocks (Times of India, 24 Aug 2022).
- Do I need a licence for my dog? In Kolkata Municipal Corporation (KMC) areas, yes: pet licences are compulsory under the KMC Act, 1980 (Times of India, 7 Mar 2018).
Rabindra Sarobar (Dhakuria Lake): no pets
On 7 May 2024 the Kolkata Metropolitan Development Authority (KMDA), the lake’s custodian, put up a notice saying visitors and morning walkers may not bring pets into Rabindra Sarobar. A KMDA official said morning walkers had complained that they were scared of being bitten and that pets were a nuisance. Lake regulars said pets had been barred until 2014 (Times of India, 8 May 2024).
The next day more than 100 people with pets wrote to Firhad Hakim, then the mayor and urban development minister, asking for a pet zone or pet hours instead of a ban (Times of India, 9 May 2024). When KMDA marked four spots at the lake for feeding street dogs in January 2025, the Times of India noted that pet entry had been restricted the year before (Times of India, 7 Jan 2025).
In 2026 the state government’s message has been mixed:
- June 2026: after inspecting the lake, the state’s urban development and municipal affairs minister, Agnimitra Paul, asked people who bring dogs to pick up the poop, and said it would be better not to have any dogs inside (Times of India, 25 Jun 2026; Millennium Post, 25 Jun 2026).
- September 2026: after a second visit she said: “You can’t enter the lake with a dog … We’re not against dogs, but the Sarobar must not be dirtied” (AajTak Bangla, 17 Sep 2026, in Bengali; also Hindustan Times Bangla, 18 Sep 2026). We found no new KMDA notice.
Dogs were still being walked inside in June 2026, when the minister asked people bringing them to clean up (Millennium Post, 25 Jun 2026). After her September order, plan to walk your dog somewhere else.
Eco Park, New Town: no pets
Eco Park (Prakriti Tirtha) is run by HIDCO, the West Bengal Housing Infrastructure Development Corporation. The rules on its website say: “Pets, plastic bags and outside eatables are not allowed inside the Park.” The park is closed on Mondays (Eco Park rules, HIDCO).
Victoria Memorial: no pets
The Victoria Memorial Hall’s gardens are open from 6 am to 6 pm every day with a ₹30 ticket, and its list of rules includes “No Pets” and “Jogging Prohibited” (Victoria Memorial Hall).
New Town: NKDA parks say no
- NKDA parks and green verges. In August 2022 the chairman of the New Town Kolkata Development Authority (NKDA) said pets were not allowed in any park or green verge in New Town. Dog parents asked for the boards to come down, and one said the ban went against the Animal Welfare Board’s guidelines (Times of India, 11 Aug 2022). In January 2025 NKDA began putting up fresh “pets are not allowed” boards at all the parks it runs, starting at Smart Plaza, because, officials said, dogs were pooping on the grass (Times of India, 10 Jan 2025).
- Rules that could change this. In 2022 NKDA sent the state a draft of pet rules: a pet licence, anti-rabies vaccination, leashes outside, and fines for not cleaning up. An official said the park ban “could be withdrawn” once those rules were notified (Times of India, 12 Aug 2022). We found no report that they have been.
- The pet park near Rosedale (we couldn’t confirm it’s still open). In 2019 HIDCO turned a stretch of about 400 m beside the Rosedale housing complex into a pet park with grass and tall net fencing. Dog parents had asked for it, and local residents were to look after it (Millennium Post, 21 May 2019). By 2022 an NKDA official said: “Initially, many used to come with their pets. But the place turned dirty as they did not clean up after their pets. Now, hardly anyone takes pets there” (Times of India, 12 Aug 2022).
Salt Lake (Bidhannagar)
- Green verges. In August 2022 boards barring dogs, and cycles, went up on the gates of the green verges in AE, BE and CE blocks. They came from the state urban development department, which looks after the verges, and the chairman of the Bidhannagar Municipal Corporation said he backed them (Times of India, 24 Aug 2022).
- Central Park (Banabitan). We found no published dog rule. Its notices come from the West Bengal Forest Development Corporation. Since 19 July 2026 morning walkers get in free from 5 to 7 am; other visitors pay ₹50 from 10 am to 5 pm (Times of India, 20 Jul 2026). About 35 street dogs lived inside in 2024 (Times of India, 18 Mar 2024); after protests, the forest department took down its no-feeding notices for the time being (Times of India, 23 Mar 2024). Ask at the gate before you take your dog in.
Neighbourhood parks: what the Animal Welfare Board says
We found no single KMC rule on dogs in the city’s neighbourhood parks, so check the board at each gate. After a couple with leashed dogs were blocked from a KMC ground in Bansdroni in May 2026 and, they say, attacked, senior police officers said that public grounds owned by the KMC can’t be closed to people or their leashed dogs by local groups (Times of India, 12 Jun 2026).
The Animal Welfare Board of India (AWBI), the statutory board under the Prevention of Cruelty to Animals Act, tells housing societies that “seeking to ban pets from gardens or parks, is short-sighted” and suggests agreeing dog timings instead; they can’t keep pets out of lifts either (AWBI guidelines, 26 Feb 2015). For public parks, in a 2016 letter to Delhi’s parks authority, the Board said leashed dogs walked by adults “will not therefore be banned”, and that parks can set reasonable dog hours instead (AWBI, 15 Nov 2016).
When the Board’s park guidelines were reported in Kolkata in July 2017, the NGO Public said it had written to the KMC and KMDA asking them to follow them (Times of India, 11 Jul 2017). We found no Calcutta High Court ruling on taking pet dogs into parks.
If your park has a “No pets” board, don’t argue with the guard. Take it up with the park’s office, your KMC ward office or your housing society, with the two AWBI circulars on your phone.
Registering your dog
- Kolkata (KMC): every pet dog must be registered under the KMC Act, 1980, and the licence costs ₹150 a year (Ei Samay, 20 Nov 2025, in Bengali). You need your dog’s anti-rabies vaccination record, signed and stickered by a registered vet (The Telegraph, 28 Aug 2025). From 27 October 2026 the KMC takes applications on its new e-KMC 2.0 system: your ID and contact details, your dog’s name, age, breed and colour, and its vaccination certificate (Anandabazar Patrika, 15 Oct 2026, in Bengali). If the KMC website doesn’t work for you, ask at your KMC borough office.
- Why it helps: a licence shows the dog is yours. In 2021 disputes over who a pet dog belonged to were reaching Kolkata police stations and courts, and without a KMC licence, proving a dog was yours was often hard (Times of India, 18 Nov 2021).
What to carry
- A leash no longer than six feet, as the AWBI’s 2016 parks guidelines ask. The same letter says park authorities can’t insist on a muzzle, but asks dog parents to use one if their dog needs it (AWBI, 15 Nov 2016).
- Poop bags.
- Photos of your dog’s licence and rabies vaccination record on your phone.
- Water and a bowl. Dogs cool down mainly by panting, which works less well when it’s humid. Walk early in the morning or late in the evening, and hold your hand on the path for five seconds: if it’s too hot for you, walk later (Dogs Trust). See heatstroke in dogs.
In the monsoon, keep your dog out of floodwater where you can. Dogs catch leptospirosis from water or urine contaminated with the bacteria, which survive for long periods in water, and people can catch it too. The vaccine is usually given every year (Merck Veterinary Manual), so ask your vet whether your dog is due.
Ticks: Kolkata vets reported a spurt in tick fever in pets during the rains in September 2026 (Times of India, 26 Sep 2026). Check your dog after walks through grass, see how to check your dog for ticks. Puppies: wait until your vet says your puppy’s vaccinations protect it before taking it to busy parks, see the puppy vaccination schedule.
Kali Puja and Diwali: in 2025 crackers were allowed only from 8 to 10 pm, but went off beyond that (The Hindu, 21 Oct 2025), and one Kolkata vet saw at least 20 pets with noise anxiety in less than a day (Times of India, 21 Oct 2025). See dogs and Diwali crackers.
Park manners
Keep the leash on and pick up every poop: mess left behind is one of the main reasons given for the bans at the lake, in New Town and in Salt Lake. Street dogs live at both Rabindra Sarobar and Central Park, so keep your dog close. Since October 2026, state guidelines say street dogs may be fed only at marked spots away from parks, play areas and walking paths (Times of India, 14 Oct 2026). Before a first visit to a fenced dog park anywhere, read dog park etiquette.
We couldn’t find a dog rule for the Maidan, Millennium Park, Subhas Sarobar, Deshapriya Park, Vivekananda Park, Jodhpur Park or Elliot Park. If you know what the board at the gate says, or know a private dog park in Kolkata, tell us and we’ll add it. If your dog runs off, search close by first, then report the lost or found dog free on FurFam: your report gets its own page to share in WhatsApp groups.
