Last checked: 22 October 2026. Every rule below links to the order or news report it comes from. In Gurgaon (officially Gurugram) the big parks, the sector parks and your society’s lawns are run by different bodies, so read the board at the gate too.

The short answers

  • Is there a city-run dog park? Not that we could find. We found none built or announced by the Municipal Corporation of Gurugram (MCG) or the Gurugram Metropolitan Development Authority (GMDA). The fenced off-leash park we could confirm is private and charges for entry.
  • Can I walk my dog in a public park? The city’s rules set conditions, not a ban. The MCG’s June 2026 order says a dog can’t roam free on roads, parks, green belts or markets, must be on a leash outside your home and must wear its MCG registration token, and you clean up after it (Amar Ujala, 24 Jun 2026; Hindustan Times, 25 Jun 2026).
  • Do I have to register my dog? Yes: ₹500 the first time, ₹250 to renew (Amar Ujala).
  • Does my dog need a muzzle? Yes if its breed is on the order’s list, such as Pit Bull Terriers, Rottweilers, Akitas and Cane Corsos, or a cross of one (Times of India, 25 Jun 2026). For other dogs, the order asks for one “where necessary” (Hindustan Times).
  • Can my society keep dogs out of its park? The Animal Welfare Board of India (AWBI) calls that “short-sighted” and suggests dog timings agreed by residents instead (AWBI, 26 Feb 2015).

The city’s dog rules

MCG commissioner Pradeep Dahiya issued the order on 23 June 2026 under the Haryana Municipal Corporation (Registration and Proper Control of Dogs) Bye-Laws, 2008 (NewsDrum, 25 Jun 2026). The Hindustan Times reported that it adds no new rules and repeats the existing ones; the Times of India reported that it adds duties for the listed breeds.

For every dog within MCG limits:

  • Register it on the state’s Saral Haryana portal (NewsDrum) or at an MCG Citizen Facilitation Centre, with your ID, a photo of you with your dog, and its rabies vaccination certificate from a vet (Amar Ujala). In 2023 the MCG made a registration valid for three years (Hindustan Times).
  • Keep the MCG token on its collar at all times (Amar Ujala).
  • Leash it outside your home, and don’t let it roam free on roads, paths, parks, green belts or markets (Amar Ujala).
  • Clean up straight away, and carry poop bags (Times of India; Hindustan Times).
  • Keep its rabies shots up to date (Times of India).
  • You’re responsible if your dog hurts, scares or attacks a person or another animal (Amar Ujala).

If you don’t: officials warned of fines under the Haryana Municipal Corporation Act (Hindustan Times), and the order says a bite or attack can bring a criminal case under Section 291 of the Bharatiya Nyaya Sanhita, on negligent conduct with animals. Chetna Joshi, an AWBI honorary animal welfare officer, told the Times of India that breaking a municipal order isn’t by itself such a crime. The MCG can also seize the dog (Amar Ujala), and has: in December 2022 it sent four pet dogs to a shelter in Basai when their families couldn’t show registration and vaccination papers (Times of India, 12 Dec 2022).

Listed breeds: Pit Bull Terriers, Rottweilers, Akitas, Mastiffs, Cane Corsos and more than a dozen other breeds, and their crosses, need strict control, a leash, a chain lead and a muzzle whenever they go out (Times of India). The AWBI says park managers can’t insist on muzzles (AWBI, 15 Nov 2016), so the two disagree; if your dog is on the list, carry the muzzle. German Shepherds, Labradors and Golden Retrievers aren’t on it.

Leisure Valley and Aravali Biodiversity Park

Leisure Valley, Sector 29. The Tribune calls it the city’s biggest park, and the GMDA runs it (The Tribune, 13 Aug 2022). We found no dog rule published for it, by the GMDA or in the news. The city’s leash rule still applies.

Aravali Biodiversity Park. About 350 acres of MCG land, a former mining site that citizens restored to native Aravali forest with the MCG, and since handed over to the MCG (iamgurgaon). We found no published dog rule for it either. It’s home to nilgai, jackals, palm civets, porcupines, hares and snakes (iamgurgaon), so keep your dog on a short leash on the trails.

Off-leash dog parks

The one we could confirm from its own website:

  • Elsa’s Dog Park, Palda Dhani road near Tapasya Mall, Badshahpur. A private, fully fenced area where dogs run off the leash, with a dogs’ pool on weekends, a cafe, daycare and boarding; its site says it has run for five years (Elsa’s Dog Park). Its rules (Elsa’s Dog Park rules): book a playtime slot first, show an up-to-date vaccination card (DHPPiL, rabies, kennel cough and canine coronavirus), no puppies under 5 months, no females in heat, and leash on at the gate. Entry is charged, but the site doesn’t give the price, so call first.

Other private dog parks appear in listings, but we couldn’t find their own websites, so we’ve left them out. Near the Delhi border? See dog parks in Delhi.

Society and sector parks

The AWBI, a statutory board under the Prevention of Cruelty to Animals Act, replaced its earlier circulars with guidelines for resident welfare associations (RWAs) and apartment associations in February 2015 (AWBI, 26 Feb 2015). They say:

  • A society can’t ban pet dogs, even by majority vote, or allow small dogs but not large ones.
  • It can’t stop dogs using the lifts or charge for it, though dog parents are asked to accept an alternate lift where there’s more than one.
  • Banning pets from gardens or parks is “short-sighted”: agree dog timings instead.
  • Dogs must be leashed in common areas, but the society can’t insist on a muzzle. The AWBI’s 2022 guidelines repeat that societies shall not make muzzles compulsory for all dogs on walks (AWBI, 17 Aug 2022).
  • Societies have no mandate in law to fine dog parents or charge them extra.

For public parks, the AWBI’s 2016 letter says a dog on a leash of up to six feet, walked by an adult, shouldn’t be banned, “No dogs” boards should come down, and parks may set reasonable morning and evening dog timings (AWBI, 15 Nov 2016). We found no separate dog rule for Gurgaon’s sector or colony parks.

In Gurgaon:

  • In 2019 a committee at Emaar Palm Drive, Sector 66, told residents not to walk dogs inside the complex and to use a park outside. Dog parents complained to the district registrar of societies, who said an ad hoc committee couldn’t change the complex’s policies (Times of India, 21 Sep 2019).
  • In 2024, after stray dog bites at Takshila society in Sector 37, the society announced fines of up to ₹5,000 for families who didn’t keep their pet dogs under control (The Tribune, 25 Sep 2024). The AWBI’s advice is against society fines.

If a “No pets” board goes up, don’t argue with the guard. Ask the RWA for agreed dog timings, and point to the AWBI’s guidelines.

What to carry

  • A leash, and your dog’s MCG token on its collar.
  • Poop bags.
  • Your dog’s registration and rabies vaccination papers.
  • A muzzle and chain lead if your dog’s breed is on the MCG’s list.
  • Water and a bowl. In summer, go early in the morning or late in the evening, and test the path: if the tarmac is too hot for your hand for five seconds, walk later (Dogs Trust). See heatstroke in dogs.

Puppies: wait until your vet says your puppy’s vaccinations protect it before taking it to busy parks, see when puppies can go to the park. Ticks: after walks through grass and scrub, see how to check your dog for ticks and remove one.

Park manners

  1. Ask before your dog greets another dog or a person.
  2. Pick up every poop, straight away. It’s one of the MCG’s rules.
  3. Keep a female in heat at home.
  4. If your dog bites, stay. Share your number and show your dog’s rabies vaccination record. A bitten person should wash the wound with soap and water for at least 15 minutes and see a doctor (WHO). A bitten dog should see a vet. In Gurgaon you’re responsible for your dog anyway.

FAQs

Are Rottweilers or Pit Bulls banned in Gurgaon? Not to keep, as far as we can find. In November 2022 a Gurgaon consumer commission ordered a ban on 11 foreign breeds, and the Punjab and Haryana High Court stayed that order “till further orders” (Verdictum, 2 Dec 2022); in June 2026 the AWBI’s Chetna Joshi said the case was still pending (Times of India). But under the MCG’s June 2026 order, both breeds need a muzzle and chain lead whenever they go out.

Can a dog walker take my dog to the park? Yes, with the same leash, poop bags and token. The AWBI asks dog walkers, like dog parents, to clean up after the dog (AWBI, 2015), and the MCG order holds the dog’s family responsible if it hurts or scares someone (Amar Ujala). In Bangalore, for example, see what to ask a dog walker.
